Foster Care

From what I can see, they've already sent the kid to what I think is a foster parent. Does any one else think that happened a little fast? I don't understand how the system works, but I thought they'd be keeping the kid in police custody for a while longer. Maybe that guy was a relative. I didn't get a good look at him.
